Info: Do you want to see someone who actually fought in the war? Are you sick of not hearing what is really going on in Iraq? Then come to this semester's keynote speaker in our BUCR speaker series.
Come hear a Battalion Commander from Operation Iraqi Freedom. His battalion took Baghdad International Airport and was one of the most highly decorated combat units. Lt. Col. Rutter was awarded the Silver Star for his military actions.
Scott is a regular contributor for the FOX News Channel and has also served as a Senior Intelligence Officer with the Defense Intelligence Agency.

The Club Constitution

ARTICLE I - Name
The official name of this organization shall be the: Boston University College Republican Club (hereinafter referred to as “the Club”).
The purpose of the Club shall be the following:
Section 1. To provide a constructive outlet for conservative and Republican students at Boston University to express their political views.
Section 2. To provide these same students with the opportunity to participate in the political process at all levels, thereby affording them the opportunity to translate their beliefs into tangible results. Specifically:
Section 2.1. To recruit Boston University students as members of the Club and as members of the Republican Party.
Section 2.2. To aid in the election of Republican candidates at all levels of government.
Section 2.3. To develop political skills and leadership abilities among the Republican students as preparation for future service by them to the party and the community.
Section 3. To be models of good citizenship for all at Boston University and in the community.
Section 1. Any full-time Boston University student in good academic, financial, and disciplinary standing shall be eligible to be a member of the Club.
Section 2. All eligible members who have completed the following shall be granted voting privileges. All eligible members of the Club who have met these requirements shall be known as voting members.
Section 2.1. All voting members shall have completed a registration form.
Section 2.2. All voting members shall have attended two full meetings.
Section 3. The Secretary of the Club shall at all times maintain a current list of voting members of the Club.
Section 1. The officers of the Club shall be a Chairman, First Vice-Chairman, Secretary, and Treasurer.
Section 2. The officers shall be elected at a regular club meeting no earlier than March 15 and no later than the last day of classes in the second semester. The date shall be set at the sole discretion of the Chairman.
Section 3. Reasonable notice of election of Club officers at a regular meeting must be given not less than two weeks prior to such meeting.
Section 3.1. Reasonable notice shall consist of public announcement of elections at a previous regular meeting and notifying SAO that such meeting be listed as a “regular meeting and election” on the SAO activities calendar.
Section 3.2. The Chairman shall be responsible for giving reasonable notice of elections. The Chairman shall give the notice or delegate a Vice-Chairman to do so.
Section 3.3. Elections in which reasonable notice has not been given in the manner set out in Section 3.1-2 shall be null and void.
Section 3.4. If reasonable notice of elections has not been given prior to two weeks before the end of classes, then elections shall be postponed to the Fall. If elections are postponed until the Fall, the elections shall not take place until two weeks after the start of classes and reasonable notice has been given.
Section 4. Nominations of candidates for Club officer position shall be made from the floor by any Club member in good standing. However, only voting members shall be eligible to be nominated for and hold a position of officer in the Club.
Section 5. Officers shall be elected by a majority of voting members of the Club present at the meeting.
Section 6. Vacancies occurring among the officers shall be filled at the next regular meeting after such vacancy occurs, provided however that upon a vacancy in the position of Chairman, the Vice-Chairman shall become Chairman.
Section 7. The duties of the officers shall be as follows:
Section 7.1. Chairman: To preside over all meetings of the Club and at all meetings of the Club officers; to administer the Club program; to represent the Club in an official capacity; to create and dissolve committees and appoint and remove their respective chairmen as provided for in the Club constitution and bylaws.
Section 7.2. Vice-Chairman: To preside in the absence of the Chairman; to coordinate campaign activities; to perform such other tasks as the Chairman may assign.Section 7.3. Secretary: To prepare the minutes of all regular Club meetings; to send official Club correspondence; to coordinate preparation and distribution of club publications.
Section 7.4. Treasurer: To make financial reports at all regular Club meetings; to receive and distribute Club funds upon authorization by the Chairman; to coordinate fundraising activities.
Section 8. There shall be weekly meetings of the Executive Board.
Section 8.1. The Executive Board shall consist of all elected and appointed Club officials.
Section 8.2. Members of the Executive Board must attend at least eighty per cent (80%) of Executive Board meetings per semester.
Section 8.3. Executive Board members who fail to attend eighty per cent (80%) of Executive Board meetings per semester without reasonable excuse (as deemed by the Chairman) will be considered in dereliction of their duties. Such dereliction may be considered grounds for removal from office.
The Chairman shall appoint, with the consent of a majority of the officers, such project directors, committee chairmen, committees, and dormitory, fraternity, sorority, and commuter coordinators as may contribute to the successful operation of the Club.
Section 1. The Club shall hold regular meetings not less than once monthly while school is in session.
Section 2. Regular meetings may be held at the call of the Chairman or of any three Club officers. Notice of a regular meeting shall be given to all club members in the most complete manner practicable not less than one week prior to the meeting.
Section 3. A quorum of this body shall be defined as ten per cent (10%) of voting members of the Club as defined by the Secretary’s records.
Any officer may be impeached for failure to perform his prescribed duties properly and in good faith. Impeachment proceedings against any officer may be initiated by recommendation of a majority of the officers or by a motion of any voting members at a regular meeting that is seconded and passed by a simple majority of the voting members present at the meeting. Once impeachment proceedings have been initiated, no other Club business may take place until such proceedings have concluded.
Once impeachment proceedings have been initiated, one of the officers who made the recommendation to impeach or the first mover of a motion to impeach shall take the floor and explain the basis of and evidence for such charges and accusations. The officer accused of impeachment shall next take the floor and offer his rebuttal. The officer may elect to have another Club member offer the officer’s defense for him. Only one person shall take the floor to read the charges and their bases and evidence, and only one person shall take the floor in defense. Each speaker shall have a maximum of ten (10) minutes.
The floor will then be open to general debate and the Chair will take a speakers list of “pro” and “contra”. Each speaker will have a maximum of two (2) minutes. The debate will be governed by Robert’s Rules of Order (most current edition) except that the business of impeachment shall not be postponed or laid on the table but must be brought to a vote.
Three-fourths majority of voting members present must concur to remove an officer. Two-thirds majority of voting members present must concur to reconsider a vote to remove.
Amendments to this Constitution may be adopted upon an affirmative vote of two-thirds of those present at two successive regular Club meetings, provided however that no such amendments shall take effect without the approval of at least three Club officers.
